Timely warning and comprehensive deployment in many places to actively respond to blizzards and cold waves

Affected by the cold wave, the temperature in the southeastern part of Northwest my country, the eastern and southern parts of North China, the eastern part of Northeast China, and the Huanghuai and southern parts of China generally dropped by 6 to 10 degrees Celsius. The temperature in some parts of the southeastern Huanghuai, Jianghuai, and eastern Jiangnan regions dropped by 12 degrees Celsius, and locally by more than 14 degrees Celsius. There were heavy to severe snowfalls in the central and eastern parts of Jilin, the central and eastern parts of Heilongjiang, and the western Sichuan Plateau. Faced with the cold wave and blizzard, many places actively deployed precautions and responses.

The Office of the Disaster Reduction Committee of the Inner Mongolia Autonomous Region issued a notice on how to deal with cooling, snowfall and strong winds. It requires all localities and relevant departments to keep a close eye on key areas, key industries, key enterprises and key locations, and strictly prevent secondary accidents caused by ice and snow disasters. It is necessary to do a good job in disaster statistics, verification and reporting, timely provide disaster relief, implement food supply for people with basic living difficulties, and keep warm, so as to ensure that the affected people can spend the winter safely and warmly, and do everything possible to protect the lives of the people in the affected areas and social stability.

Recently, the Harbin Forest Fire Brigade of Heilongjiang Province cleared the snow in key areas within its jurisdiction.

On November 21, the Heilongjiang Provincial Safety Committee Office issued an "Emergency Notice on Further Strengthening Safety Prevention Work for a New Round of Cold Waves and Snowstorms", requiring all localities and departments to conduct in-depth analysis and assessment of the risks and hidden dangers brought by disastrous weather, strengthen safety prevention work, and strictly prevent all kinds of production safety accidents caused by cold waves and snowstorms. Hegang City launched a Level II emergency response to major meteorological disasters (snowstorms). Mudanjiang City requires that work mobilization and deployment be in place, snow removal machinery maintenance be in place, mechanized snow removal arrangements be in place, social snow transportation arrangements be in place, and social snow removal force reserves be in place. Emergency teams at all levels in the Greater Khingan Range region are in a state of preparation and are conscientiously refining emergency response work.

Songyuan City, Jilin Province transports snow-melting materials

The Jilin Provincial Safety Committee Office, the Provincial Emergency Management Department and the meteorological departments held seven consultations and assessments, focusing on 14 tasks such as road traffic, power supply, heating and water supply, urban gas, mining, and hazardous chemicals. Starting from November 20, the Jilin Provincial Emergency Management Department's eight regular inspection teams stationed in cities and counties went to the front line to comprehensively supervise the prevention deployment and ensure the normal operation of the production and living order in urban and rural areas throughout the province and the safety of people's lives and property.

The Benxi City Fire Rescue Detachment of Liaoning Province took snow as an order and actively carried out snow-clearing and ice-removing operations to ensure smooth traffic.

On November 22, the Fire Rescue Detachment of Changde City, Hunan Province, carried out a large-scale drill in response to the low temperature, rain, snow and freezing weather disasters, and conducted maintenance operations on snowplows, anti-skid chains and other rescue equipment.

The Office of the Emergency Committee of Hubei Province recently issued a notice, in response to the heating safety issues caused by the temperature drop, requiring all localities, departments and units to make comprehensive arrangements for winter heating, prevention of carbon monoxide poisoning and fire and electricity safety in accordance with the principle of "government leadership, hierarchical responsibility, participation of all people, and prevention first", clarify tasks and implement responsibilities. Give full play to the power of township (street) and village (community) cadres, village work teams, party members who go down to the grassroots, volunteers, etc., organize and carry out winter heating "knocking door action", carry out door-to-door publicity on carbon monoxide poisoning prevention, fire and electricity safety precautions, home safety hazard inspections, etc., to ensure that the publicity rate in villages and households is 100%.

On the evening of November 21, two tourists from Kangding City, Ganzi Prefecture, Sichuan Province were trapped on the top of a mountain due to heavy snow. Local fire rescue personnel were dispatched urgently and took turns to carry the tourists down the mountain.

Recently, the Xinjiang Forest Fire Brigade has strengthened special training for low-temperature rain, snow and freezing disaster rescue, and continued to make efforts in scientific deployment, professional training, and pull-up drills, so as to be prepared to "respond to major dangers and rescue major disasters" at any time.

Recently, the Office of the Shandong Provincial Safety Committee and the Office of the Provincial Disaster Reduction Committee jointly issued an emergency notice, requiring all levels and departments to promptly activate relevant response mechanisms and prepare for and respond to this round of weather. Personnel responsible for defense at all levels should go to the front line in advance to organize disaster defense work in their areas of responsibility. If emergency evacuation measures are needed, they should quickly evacuate the threatened people in accordance with the evacuation measures and routes specified in the personnel emergency evacuation plan.
